Will we see any promotions/demotions between divisons before the first race after seeing the results of the test race or will it be judged after the first round?

When in doubt you can check how it went during the previous seasons. In the "Sign up season 16" thread, Jimmi announced on the 22nd of August 2023 the promotions / demotions from the pre-season race. Then, the moves beetween divisions happened every 2 races.

Normally it is juged after pre-race in case of huge misdjuging.

Misjudgment can be an avoidable accident, DTs made due to excessive cut tracks, racing without changing drivers in endurance races...

I have a Ryzen 5 5600 and this is the first time it happened to me in the last 2 years with this CPU, also shouldn't the game hand over the latency issue? Or is that only related to ping.

I have no clue.
It looks like an internet lag but it's just a feeling, knowing rF2 I will not make any assumption.
Maybe other people here can help you better, I don't know.
Whatever, I hope we will not suffer from that kind of issue during the season

That is not ping/latency related that looks very much like physics calculation, where a driver goes "back in time". This was very small though.
Usually, when using data from previous races, results, behaviour etc. We are relatively good on prediction how divisions should be. Some drivers can have changed and become better/worse since last time. But usually our picks are quite good. Of course with exceptions and adjustments when we see a different results on new drivers etc.
BUT in your case, you did very well in the preseason race - however Mika didnt drive, which we do have data on, but you also added another driver that is unknown to us. That is not enough to gain access to D1 in preseason. However it is in the normal relegation (read that in first post of introduction and also rules).
Divisions are good to go, there will be no adjustments until after races: 1, 3, 5, 7 (and not 2-4-6 as i think LM needs a relegation on its own).
